If gas Flow rate is lower. There is a sufficient time get for gas to absorb in liquid. And with high liquid Flow rate we provided more absorbend for absorption.

Because;
A=S/mG.
A=S/mG.

Absorption factor = A = S/(mG).
Hence increase S and decrease G.
Hence increase S and decrease G.

Low flow rate of gas can absorbed more in solvent.

A = S/MG.
i.e. A~S &A~1/G.
i.e. A~S &A~1/G.

Since A =S/mG.
