Answer should be A, as here pipe is mentioned. Not tube. For pipe, thickness generally greater than critical thickness automatically. If you add thickness, it will decrease anyway. Option D is correct for TUBES.

Here they does't say that the insulation radius is increased beyond critical radius and which means D is the correct answer.

If critical radius less the outer radius then first increased then decrease to the minimum value, again increasing of thickness only depend on the critical radius value.

Wrong answer, correct answer is first decrease then increase. Heat lose increases when thickness of insulation exceed critical insulation radius.
