For turbulent for we use Dittus-Bölter correlation.
h*d/K = 0.23 * 9(j*d/u)^0.8)*(u*Cp/k)^n.

Now take d from LHS to RHS we find h is proportional to d^-0.2.
So, B is right.

For fully turbulent condition, hd/k = 0.048 * {Re}^.8.
