Condensation it is. So Choice is vertical. Now, Steam is condensing so we can't use it on tube side, it may cause clogging fouling so, best choice is shell side for steam. The Answer is "b".

Can anyone give me an explanation that why we are using vertical heat exchanger if steam is going to condense then there are a chances that it may further reduce the temperature of steam feed at the bottom of the shell?

Steam is lighter than water it moves freely without any external force in upward direction water will flow in downwards. And water has fouling tendency so for cleaning purpose it should be in tubes.
