Actually the factors which are effects on the emissivity are.
Material. Non-metals, usually have a high emissivity and are usually fairly constant over time Surface. Polished and shiny surfaces tend to have lower emissivity.
Viewing angle.
Wavelength.
Geometry.
Temperature.
So, option 2 is correct.
