The velocity of the fluid is maximum in a tube or pipe. In that case, convective heat transfer is maximum in the centre. The velocity of the fluid is minimal at the tube wall. So heat transfer is less at the tube wall. Finally, convective heat transfer resistance is more or confined at tube wall.

Since the temperature drop is less more resistance.
