Because here feed is liquid to get the steam right, phase change takes place. And coal is used as fuel for heating feed.

Because in the boiler, feed is not fluid it is coal that's why heat exchanger is the correct answer.

Reboiler can give latent/sensible heat of a fluid to another fluid as latent heat.
The heat exchanger can exchange heat mostly sensible heat.
