It's the concept of Laminar flow heat transfer to a flat plate, i.e. for local value of H.T.C., At distance X from the leading edge.
Nnu=0.332*Npr ^1/3*Nre^1/2 and for average value of H.T.C. Nnu=0.664*Npr^1/3*Nre^1/2, hence ha=2 hl.
