Required O2 for 1 kg of C=32/12 = 2.66.
And air=req O2/.21 = 2.66/.21 = 12.69 Kg.

Here by weight 1kg of air contain 23% of oxygen.
So( 1/0.23) * 2.66 = 11.5kg.
So( 1/0.23) * 2.66 = 11.5kg.
