At equilibrium conditions the velocity at each point is same and mostly rest conditions are taken as reference so there is no shear stress and viscosity of non Newtonian fluid is function of shear stress and rate of shear.

Non newtonium fluids does not obey newtons law of viscosity, and equilibrium state is ratio zero of stress.
