Here Re= inertial force/viscous force, so at high Re viscous force is less, so that must be rate controlling, because only a change in viscous force can create a change in the flow.

Basically dear, friends we know that significance of REYNOLDS NO. It is INERTIA FORCE /VISCOUS FORCE, so cool now we know that when our fluid having low REYNOLDS no, it is categories in turbulent flow, at high RE we know that we are having and laminar flow. So it is case of high so our fluid is laminar and in LAMINAR FLOW inertia force is more control and viscous id unimportant.

Inertial forces will dominate because turbulence creates when RE becomes greater. So viscous forces will unimportant.
