According to Perry's HB, T10-22 Properties of Steel Pipe, all pipes with the same nominal pipe size have the same outside diameter.

Nominal pipe size refers to only the outside diameter (OD) of a pipe making it somewhat vague.

For example, when we say pipe size is 2 NPS, it refers to all the pipes having 2.375-inch (or 60.3 mm) as outside diameter irrespective of wall thickness and thus the inside diameter.

Nominal Size indicates outside dia only while schedule number indicates the thickness of pipe. That's why Schedule number = 1000*(P/S).

P=> Service Pressure and S => Allowable Stress.

For large pipe, more than 12 inch in diameter, the nominal diameters are the actual outside diameters; for small pipe the nominal diameters does not correspond to any actual dimension.

Nominal diameter is out side diameter only. But also varies with pipe line sizes also.
