I think the answer is A because friction factor depends only on Reynolds no. Here, in this case, the velocity is the same fluid is same so density and viscosity same and dia of the two pipes are same so no change in the Reynolds no. So same friction factor. Correct me if I am wrong.

Your statement is only valid for hydraulically smooth pipe where f only fn of Re, but here they have mentioned another one is a rough pipe, so here it depends on Re & relative roughness.

Rough pipes always have high frictional rate than smooth, so the answer is valid.
