The depth of flow is not mentioned. We cannot compute the hydraulic radius w/o depth of flow.

Hydraulic radius = √r^2/2*r= r/2.
Ratio of hydraulic radius to Dia = r/(2*2r) = 1/4 = 0.25 approax 0.3.
Ratio of hydraulic radius to Dia = r/(2*2r) = 1/4 = 0.25 approax 0.3.
