For laminar flow, the friction factor depends on the Reynolds Number only. For turbulent flows, it depends on both the Reynolds number and the surface roughness (Darcy friction factor formula or Colebrook-White formula). Moody's chart is used to determine the roughness.

F also depends on (k/D)^0.24 in case of turbulent flow. Yes, an approximation can be taken using Reynolds number.
