Answer C is correct if and only if it is laminar flow but we give preference to laminar so c is correct tou= -dp/dx (r/2) r is the distance from the centre of the pipe.

Velocity is maximum in the center of pipe and according to Bernoulli equation if velocity is maximum then pressure (stress is minimum) because pressure energy changes to kinetic energy.
