For incompressible liquids mach number should be less than 0.3. So answer should be 0. For mach number 1 density changes explosively. So where density changes exists its compressible flow.

The flow of a pure fluid can normally be considered incompressible if the Mach number is < 0.3 and the Compressible flows have a Mach number greater than 0.8.
