Answer must be D because RE < 4000, flow is laminar, above it flow is transient upto RE > 21000.

Transient when 2100 < Re < 4000.
Turbulent when 4000 < Re.

for laminar flow <2100.
For Turbulent flow 2100 to 4000.
foe Transition flow >4000.
