The nominal size shows the midpoint of id & o.d.
But above 12" it shows o.d.
So the answer Should be B o.d.

Pipes of inside dia 12 inch and smaller are specified by their nominal inside diameter. Pipes of diameter 14 inches and larger are specified by the outside diameter.

Hose pipe comes in the former category.
