D is correct.

Because in case of a is greater than b use PFR to maximize the concentration of the desired product. And in case of a is less than b use CSTR to maximize the concentration of the desired product.

I think the given answer is absolutely right as with the recycle the PFR becomes CSTR and hence its lowers the conversion. That's why we have to avoid it.
