Palmitate has 16 carbons.
Acetyl coA=16/2 * 12ATP = 96ATP.
Number of rounds =7 i.e. no of carbon/2 -1.
2FADH * 7 = 14.
3NADH *7 = 21.
96+14+21=131 - no of ATP used up during activation of fatty acid by co ASH, 2 =129.
