I think glycolysis is inhibited too. Since insulin promotes the uptake of glucose leading to glycogensis.

Insulin is in the fed state so it stimulates glycolysis and inhibits gluconeogenesis. Glucogon is in the starving state, so it therefore stimulates gluconeogenesis. When blood sugar is low, glugocon is released as an hormone and binds to a receptor on the liver cell to release glucose.
