The first source of energy during starvation comes by a breakdown of glycogen. I think that energy is more needed for conversion of non-carbohydrate sources into glucose. Thus gluconeogenesis utilises 6ATP.

Correct me if I'm wrong but isn't gluconeogenesis just a part of glycogen metabolism. Gluconeogenesis is really the synthesis of glucose from pyruvate.
Therefore glycogen is not necessarily directly involved in gluconeogenesis as the pyruvate can come from other sources such as alanine or lactate.

Both A and B would be true as the overall Entropy of the system must increase therefore heat would be released in Glycogen also.
