It is used to convert KMPH to MPS
Let me explain how and when to use it. The hint is in the Answers we can see 60 km/hr and answers in Meters.
If it's Vise Versa we will use 18/5 to get the answer in Kmph.

Here's my explanation:
1. You have to convert speed km/h into m/s.
And the formula to convert speed km/h into m/s is 60 x 5/18 (Note : 5/18 is a constant).
Speed = 16.67 m/s.
2. Distance = speed X time.
16.67 x 9 = 150m is the length of the train.

It's mean that at 1 hr, traveled distance by train, is 60 km;
1 sec. travel distance = 60,000/(3600) m (1 hr = 3600 sec. & 1 km = 1000 m).
So, 9 sec " " = (100/6)*9 m.
= 150 m.

Meter to Feet conversion: 1 meter = 3.28083 feet

Cross the pole in 9 second = 16.666*9 = 150 mtrs.

That means.

You all converted km --> m. Why don't you convert seconds into hours?

Then D=s*t.
But t=9 sec.
If we convert it into hours form we will get 1/400.
Then d=60*1/400.
