399 is subtracted so that the number may be exactly divided.
To understand this, take an example.
If we divide 20 by 3, the remainder is 2. So 20 is not divisible by 3 but if I subtract remainder from it i.e. 20 - 2 = 18, now it will be exactly divisible by 3. (ie) 18/3 = 6.

If you do 'daa' method to get the LCM for 15, 25, 40, 75 as 5, 5, 3, 8. Then to multiply 5 * 5 * 3 * 8 = 600.

Better take lcm of all numbers i.e. 600 and tye greatest 4 digit number that will be divisible by 600 will be the answer.
In this case, 9000 and 9600 are divisible by 600 and 9600 is the greater one.
Simple as possible.
