100% votes =7500,
then loser percentage is 36% so we can calculate ( 36 * 7500)/100.

Percentage is always calculated sum of observation/no.of observation * 100%.

Right Michael, the question has a correction. 7500 are total valid votes.

1500 is the right answer because 6000 is 100%.
So 25% of 6000is 1500.
So 25% of 6000is 1500.
