Why not 196? the sum of all other numbers are 9 so it is divisible by 9.

Because,
1+6=7
2+5=7
3+6=9
7+2=9
1+4+4=9
1+9+6=16
2+2+5=9.
Of all these numbers, only the sum of digits of 196 is even, rest is odd.
