So, the local value is 70000.
Then the face value is the actual value i.e 7.

Local value = place value( means the holding value of that digit) and face value means only the digit...i.e (here 7)

For example..
1234
place value of 1: 1*1000=1000
place value of 2: 2*100=200
place value of 3: 3*10=30
place value of 4: 4*1=4
total=1234
face value of 1: 1
face value of 2: 2
face value of 3: 3
face value of 4: 4

The face value of the digits is their individual value, so the 7 is seven.

Local value or place value of the digits is the position of a place like tens place, hundreds place, thousands place. So 7 is ten thousand place so it is 70000.
