It's a ratio, which means that,
144 : 0.144 eqn 1.
14.4 : x eqn 2.
Eqn 1 was divided by 1000 and so the same will apply to eqn 2.
That is 14.4/1000 = 0.014.
144 : 0.144 eqn 1.
14.4 : x eqn 2.
Eqn 1 was divided by 1000 and so the same will apply to eqn 2.
That is 14.4/1000 = 0.014.

Whether we can do the above problem as;
144/0.144 = 1/0.1,
Therefore 1/0.1=14.4/x,
=>x=14.4*0.1,
x = 1.44 (Is this correct),
144/0.144 = 1/0.1,

Very simple:
144/144 = 144/10000 * x.
x = 144/10000,
x = 0.0144.
144/144 = 144/10000 * x.
x = 144/10000,
x = 0.0144.
