You should either put bracket at apropriate places like
(9/(1000*1/100)) else write the equation as
(9/1000)/(1/100)

we can rearrange this as (0.009)/0.1=?
mulitiply numerator and denominator by 1000. then we get
9/(10)=.9
hence the answer is 0.9
