You should either put bracket at apropriate places like
(9/(1000*1/100)) else write the equation as
(9/1000)/(1/100)

Here question is (.009)/?=(.01)
we can rearrange this as (0.009)/0.1=?
mulitiply numerator and denominator by 1000. then we get
9/(10)=.9
hence the answer is 0.9

so 9/1000 * 100/1

= 9/10

Multiply both side by 1000 since .009 has three digit after its decimal
.009*1000/x=.01*1000
9/x=10
9/.9=10
ans=0.9
