11/2m-30hr formula is correct for every angle. And another thing ANGLE IN CLOCKWISE DIRECTION IS NEGATIVE.

This formula does not provide solution for all problems.
Ex. 11:43.
= 60*11 - 11*43/2.
= 187/2 = 93.5.
