Guys got it.
If time less than 30 min use 30h - 11.5m = theta ex. for 4.10,4.15.
If time is cross 30 min use 11.5m - 30h = theta ex-for 3.40,6.40'.

Always remember 1 minute = 4 degree. So what, consider time between hour hand and minute is 32.5minutes.
32.5minute*4 = 130 degree using this tip.

Answer should be 140.
Angle between 3 & 40 is 160-40/2 = 140.
Subtraction because 3 (hour hand is approaching min hand).

Whenever the angle b/w hands of clock is asked just apply the formula:
Angle= |30h -11/2(m)|.
Where h is hour and m is min.
Angle= |30h -11/2(m)|.

I also didn't understand how they have taken 11/3 hrs, and I could not understand how the hours hand angle has been traced.

Here we can use the formula:
theta(degree)=11(m)/2-30h
min(m)=40; hour(h)=3
theta=11(40)/2-30(3)
=130 degree
theta(degree)=11(m)/2-30h
min(m)=40; hour(h)=3
theta=11(40)/2-30(3)
=130 degree
