Here the no 8 & 2 are opposite to each other & are lie in straight line. So the angle between 8 & 2 is 180 degree (as a st line make 180 degree betn two pt).

If the first time is 1'o'clock a second time is 3'o'clock then definitely you will take between 1 & 3 = 60°.
On the other hand, if it is mentioned as first time 3 and the second time 1 then you will take between 3 & 1 = 300°.
