|When verb comes it is followed by with to next.
Here the shops are......of people .
It means here if 'of ' is not there we can use Crowded with..busy with.
So as 'of' is there we will use first form form of verb that full rather than adverb or other form like filled..crowded.
If 'ed' comes it ends with 'with'.

|Full is the right answer because no word satisfies that statement.|

|Why not busy?|
|Shamanth said: (Dec 19, 2016)|
|If it was crowded then it has to be "crowded with people".
So answer is full of people.

|If crowded is used, people is not needed.|
