I opt for D. This is because statement 1 is mainly about the students expressing opinion AGAINST college decision. This is an effect of some cause.
2 inability of university to provide grants to the college is also an effect of a different cause.
Hence answer is D.

The first statement speaks about the decision of the college authorities to break away from the university. If the problem was due to the lack of grants from the university the protests would have been against the university not the college, thereby making them two separate and unrelated statements.

Oh, For at least the sake of some common sense why aren't we taking the Cause to be the "Decision of the College to be autonomous", in which case both the above statement will be the effect of a common cause.
