A single theft does not give the people a strong reason to start vigil on their own. So, A is out of the question. B cannot be true at all Vigil is inversely proportional to thefts. But people start vigils because of thefts. So, there might be a decrease in thefts due to vigils, but not enough to cease them from existence. So, E could be an answer. But how can an "increase in theft incidences" be a cause of a house break?
Illiteracy, poverty et cetera are understandable causes to house breaks, but a collection of one thing can't be a cause for a singular instance of that thing. A poor person in India is not poor just because there is poverty in India.
So, C looks like a better option.

Yes, E is the correct one because, The police caught a group of house breakers because they done something bad so it is a ''effect''.
2nd seems directly effected. Both are of same perception that their is something wrong done by the house breakers.
