You have to take the given two statements to be true even if they seem to be at variance from commonly known facts. ALL fans are cats can we make it all cats are fans, I know that will change the whole scenario, since All is a universal case. Also at many places I have it being interchanged.

In 3/4 cases B is correct, just because it is in one case incorrect. It doesn't make D correct. It just makes the question flawed. But even if the question is badly built, my answer is B.
