There can be another solution to this arrangement, which is T, R, P, W, S, Q, U, V in anti-clockwise direction.

They should have given a specific position of at least one i.e.(q s or w). Otherwise 2 results are possible.

It's given that U&V aren't neighbours then in given arrangements they neighbour of each other. How?
