They should have given a specific position of at least one i.e.(q s or w). Otherwise 2 results are possible.

The given 4th data states that Q is not between U and S but did not state U and S may be neighbors. The fourth data could be still clearer. Otherwise, we could end up with different answers.

The question is "which TWO of the following are not neighbors". So there can be two answers.
