The first condition directly says the answer.
P is second to the right of T who is the neighbour of R and V. I.e R P V or V P R. SO RV is not neighbours. So option A is right answer.

QW is also not neighbours. If any mathematical formula is here to prove only RV is not neighbour please mention it.
