I think there can be 2 possibilities of circular arrangement in seating arrangement.
Q,W,S is placed together if we move from P to U anticlockwise. But we can arrange them in order W,S,Q together too, when we move from P to U in same direction as previous. Kindly correct me if I'm missing something.

In my logic, the statement "W is not between U and S" means that some letter have to fill between U_ S.
So, my arrangement is "PRTVUQSW".
