According to my opinion district should come under the city. Because Mumbai is a city but there are many districts in Mumbai.

Village is not in the city. The village is smaller than city so it comes first. Then the city is smaller than district so city comes then the district is smaller than state so it comes then the state is smaller than a nation so its comes last. That's it go in decreasing order its just simple.
