Cant it be option 2? because due to some reasons if they called a protest against the police and due to this unlawful behaviour they POLICE. Had to lathi charge on the ppl? reply must.

I think d right ans is option-2. Because due to some reason people might call a stike against d police atrocities. But this is unlawful gathering. So police restored to lathi charge. On d other hand there is lack of chances to go for a strike after being beaten by police. So might be 2 is the right ans.

Option is I only. Word Atrocities play the role here. Due to Police atrocities, people call a strike.

DUE TO some reason, people gathered, due to which police went on lathi charge.
