Herd means group of animals, herd is only related to animals, hoard means group which is related to human beings i.e. Hoard if humans, herd and hoard are homophones.

Yes the correct answer is herd.

Group refers to people.

Flock refers to birds.

And swarm is a synonym of herd and actually means a group :-).

Actually swarm means a large group of insects (usually through the air) and so herd is only the correct option.
