into is used for moving whereas in is used for constant.
Eg: He is in the class.
He walked into the class

'Into'and 'onto' is used for explaining the scenario during the course of action i.e. to put emphasis on movement.

Preposition into is used to when an action is in progress, and in is when action is committing.

And the meaning of this sentence is "the ruling party should make good measures to rule and emphasize its strength among people" and this action is in future tense so we have use in as preposition here, into come when it is in present tense.

Into is used during 'going inside'.

Eg: I went into the class.

He jumped into the river.

Here 'in' is used.

Into implies putting something inside something else. Eg : put stuffing into the dough. Imagine a long thin tube. You insert things "into the tube" ie movement. When you say put your house "into order" it implies that you're putting whatever is in the house (this case it is people) into a physical object which is "order". But here order does not imply physical object. In the given sentence "order" implies -"To organize one's affairs in a sensible, logical way. ". Thereby it is "in" and not "into".
