We should remember that after noun, comes the pronoun related to that person which describe in 1st sentence (s1). There is two sentences (s & q). So we have to select the suitable sentence in these two sentences.

S1 mentions about the chairman of the committee, as he/she is being said to be the most imp. Person, the next statement generally states why is he/she being said so.
So generally (Q) follows best.
So generally (Q) follows best.

The simple thing I know is a question after every statement why is it so then select an appropriate sentence which relates to the questions arisen in before sentence.
