Speech is great blessings but it can also be great curse, for while it helps us to make our intentions and desires known to our fellows, it can also if we use it carelessly, make our attitude completely misunderstood. A slip of the tongue, the use of unusual word, or of an ambiguous word, and so on, may create an enemy where we had hoped to win a friend. Again, different classes of people use different vocabularies, and the ordinary speech of an educated may strike an uneducated listener as pompous. Unwittingly, we may use a word which bears a different meaning to our listener from what it does to men of our own class. Thus speech is not a gift to use lightly without thought, but one which demands careful handling. Only a fool will express himself alike to all kinds and conditions to men.

By the rues of communication and vocabulary, the answer should be "simple words" because everyone can understand them.

I think that it must be C. If we talk his vocabulary he think that he is right and he cannot understand the value of education.

I suggest the answer should be C (Simple Words) because it is difficult for one to have other vocabularies.

Again, different classes of people use different vocabularies, and the ordinary speech of an educated may strike an uneducated listener as pompous. So, the ordinary speech is not the answer. Also simple is not given anywhere (or may be considered as ordinary) hence can't be an answer. B seems fine.

Ordinary speech, simple words, and polite language are vague and subjective answers because they depend on the person's perspective. Thus his vocabulary is the right answer.

What If a Speaker is giving a speech to more than 1 un-edu ppl?

Op [a] ordinary speech is vague, what's an ordinary speech?
Op[b] Already explained in the first 2 lines.
Op[d] Polite language is vague too.

Op [c] Simple Vocab having simple words are understood by everyone!

So, C is the correct answer in my view.

At first, we don't know what is his vocabulary itself. For what, we can use ordinary and simple words to speak with them.
