In order to determine whether a verb is active or passive we must understand:
In the active voice, the subject and verb relationship is straightforward: the subject is a do-er.
In the passive voice, the subject of the sentence is not a do-er. It is shown by + do-er or is not shown in the sentence. E. G. It is written by + you (do-er).
Passive voice is used when the action is the focus, not the subject. It is not important (or not known) who does the action.
Therefore, we must not select option c, where "you use it" is putting more focus on you, or the person who used it.
Option D : Wine should be opened about three hours before it is used. Hence correct answer.
