We are using bsnl network using Dlink router its connected switch. Switch to patch panel. When I connected switch port to system or laptop its internet working fine. Next, when I connect the to from switch to patch panel internet will go very slow it's working very slow down what is the issue please let me know?

FTP is nothing to do with IPV4 & IPV6.
The FTP full form being File Transfer Protocol. It is used when you are sending an attachment over a mail.
